On October 20, within the framework of the program of the 19th World Festival of Youth and Students, an open meeting of the Russian expert community on youth policy «Gagarin club» was held. The theme of the meeting was «The public-state model for the implementation of state youth policy.» The agenda included issues such as regulatory support for the SYP (State Youth Policy), research in the youth environment, information support of youth policy, personnel and methodological support of the industry, counteracting modern challenges and threats, etc.
The meeting was moderated by the Chairperson of the National Youth Council of Russia Grigory Petushkov. Key speakers were the Head of the Federal Agency for Youth Affairs Bugaev Alexander; Governor of the Ulyanovsk region Morozov Sergey; the member of the State Duma Committee for Physical Culture, Sports and Youth Affairs Barat Marat; the member of the Federation Council Committee on Constitutional Legislation and State Building Afanasyeva Elena; the Deputy Chairperson of the Expert Council on State Youth Policy under the Council of Federation Committee on Social Policy Novikova Tatyana; the Chairperson of the All-Russian Public Organization «Russian Union of Youth» Krasnorutsky Pavel; the Chairperson of the Moscow Regional Duma Committee for Education, Culture and Tourism, Deputy Minister Rozhnov Oleg.
At the opening of the meeting, G. Petushkov recalled the history of the Gagarin club. It was initiated by the National Youth Council of Russia in the year of the 25th anniversary of the state youth policy of modern Russia. «Since the establishment of the Gagarin club, about 10 meetings have already been held. The results of these meetings were recommendations to the state bodies and public associations on the actualization and development of their activities in the field of youth policy. In my opinion, this shows that the work of the expert community is effective and meets the tasks assigned to it!», stressed Petushkov.
A. Bugaev noted the «mystical hand of fate», which led him to the presentation of the «Gagarin club» on the first day of appointment in office. The head of the Federal Agency for Youth Affairs stressed the importance of this format of meetings of various experts who linked their lives with the field of youth policy. «The world is changing, putting us in front of new challenges. Our task is to respond to these challenges. Human intellect is the most valuable resource today. All activities of the Rosmolodzh are directed particularly on it! «, said Bugayev.
Foreign guests, the Chairperson of the Asian Youth Council Hun Mani, as well as the President of the Pan African Youth League Francine Muyumba were also present at the meeting.
In her welcoming speech Francine Muyumba thanked Russia for the warm welcome and hospitality. She noted that the 19th World Festival in Sochi for the first time gathered representatives from a record number of countries in Africa — forty. «Russia is a country that believes in equality, strives for peace and social justice. That is why it is so important for us to work together. I believe that the young people of Russia and Africa will be friends, cooperate, form a joint future based on these, equally close and inalienable values! «, she noted.
Following the results of the meeting of the Russian expert community on youth policy «Gagarin club» the participants adopted the Manifesto «The image of the future state youth policy of Russia». The document establishes that the state youth policy should be viewed as a factor of national security and social stability in the Russian society of the 21st century, and key steps for the development of this concept are spelled out.
