Youth Campaign for Human Rights «Movement Against Hatred» on the Internet
The campaign was launched by the Secretary General of the Council Of Europe on March 22th, 2013. Currently it has been implemented by National Committees in 42 countries.
The «Movement Against Hate» is a pan-European campaign, developed by young people in the Council of Europe to raise awareness about hate speech on the Internet and to combat this phenomenon.
The aim of the campaign is not to limit freedom of expression or respect one another on the Internet, but to combat hatred in all its forms, including those that most strongly affect young people, such as cyber-bullying and cyber-hatred. The campaign is aimed at human rights education and promotes media and Internet literacy. The main objective is to contribute to the development of the Internet as a safe space where human rights are respected.
The realization of the campaign, its forms and levels, differs from one country to another. Some national committees have focused on raising the awareness of young people through the campaign presentation on youth activities by conducting off-line actions and flash mobs. Others authorities have focused their work on a group of online activists who monitor the Internet space and divulge information resources, spreading hate speech. Still others have aimed to fight against hate speech among young people spreading human rights education. However, regardless of forms and resources of all participating countries, the governmental and non-governmental organizations are unanimous about the importance and relevance of the campaign, especially for young people.
The National Council of Youth and Children’s Associations of Russia in conjunction with the Ministry of Education and Science of the Russian Federation is the organizer of the campaign. In the framework of the IYC «Dialogue» the official launch of the campaign was held in Russia on July 5th, 2015.
