The Federation Council held a meeting to prepare the first session of the working group on the preparation of proposals for the legislative regulation of the youth issues and state youth policy in the Russian Federation under the Committee of the Federation Council. Tatyana Lebedeva, a member of the Federation Council Committee on Social Policy, chaired the meeting.
Dmitry Shatokhin, member of the Federation Council Committee on Budget and Financial Markets, also attended the event. During the meeting, its agenda and date were determined on October 9 of this year.
The Federation Council, the Chamber of Young Legislators under the Federation Council members, Expert Council for State Youth Policy under the Committee on Social Policy, as well as deputies of the State Duma, heads of the Federal Agency for Youth Affairs, profile departments of the Ministry of Education and Science of the Russian Federation and Ministry of Sports of the Russian Federation, the National Youth Council of Russia, the Russian Youth Union, representatives of the Public Chamber of the Russian Federation, the Federation of the most important independent trade unions of Russia and universities, which train personnel in the field of «Organization of work with young people» all became he members of the working group.
At the meeting, Deputy Chairperson of the Expert Council for the State Youth Policy under the profile Committee of the Council of Federation, Professor of the Russian Presidential Academy of National Economy and Public Administration Andrei Kochetkov presented information on the draft of the Federal Law «On Youth and State Youth Policy in the Russian Federation» and received proposals for its text.
Dmitry Shatokhin drew attention to the need to discuss this project in all committees of the Federation Council and mandatory involvement of youth parliamentary structures of the subjects of the Russian Federation.
Chairperson of the National Youth Council of Russia Grigory Petushkov proposed to discuss the legislative regulation at the meeting of the Russian expert community on youth policy «Gagarin club.»
Tatyana Novikova, who headed the RF State Committee for Youth in the 1990s, expressed the opinion that it is important to ensure a clear financial and economic justification for the legislative regulation.
The meeting supported the proposal of the Chamber of Young Legislators at the Federation Council to hold parliamentary hearings on the problems of legislation and governance in the sphere of state youth policy.
