On the results of the first parliamentary hearings on youth policy

The State Duma Committee for Physical Culture, Sport, Tourism and Youth Affairs held the extended parliamentary hearings on youth policy in the Russian Federation on May 22, 2017. State Duma Speaker Vyacheslav Volodin, Deputy Prime Minister Vitaly Mutko, Minister of Education and Science Olga Vasilieva, Head of Rosmolodezhi Alexander Bugaev, as well as leaders of youth organizations of parliamentary parties, students of leading Moscow universities, athletes and bloggers were present and took part.

After discussing the main problems related to the implementation of the state youth policy, the participants of the meeting stated that at the current moment only a part of the issues have been settled in the regulatory legal acts.

The expert community highly appreciated normative legal acts approving state programs in the field of SYP (State Youth Policy). The participants of the parliamentary hearings expressed confidence in the effective work of the executive authorities implementing the state youth policy, as well as in the productive cooperation and interaction of these executive authorities with children’s and youth associations.

At the same time, the participants of the meeting pointed out the need to pay more attention to the education of patriotic youth with independent thinking, possessing a creative worldview and professional knowledge, demonstrating a high culture, including a culture of interethnic communication, responsibility and the ability to make independent decisions aimed at improving the well-being of the country, the people and the whole world.

Due to the fact that only a part of the issues in this sphere were regulated by the normative legal acts of the sphere of the state youth policy, the participants of the parliamentary hearings noted the need to adopt a basic normative legal act that would create the legal basis for the state youth policy.

The participants of the meeting also noted that it is necessary to provide various state support to youth and children’s organizations, which will significantly improve their performance.

In this regard, the participants of the parliamentary hearings recommend:

The Government of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Federal Agency for Youth Affairs, in cooperation with all-Russian public organizations, and together with the Federal Assembly of the Russian Federation, continue to formulate a comprehensive regulatory legal framework for youth policy, in this case it was decided:

  1. To conduct an analysis of the legislation of the Russian Federation to take into account the needs and challenges facing young people in ensuring the labor rights of young people (getting a first job, the requirements for length of service), ensuring the housing rights of young people (affordable housing programs for young families, tenancy and social hiring); resolution of legal problems in the field of intellectual property, maintenance of reproductive health of young people;
  2. To consider the possibility of adopting a federal law «On State Youth Policy» and supplementing the current legislation with provisions establishing the responsibility between federal, regional and municipal authorities in the field of youth policy;
  3. To consider the need to develop legal norms establishing the legal status of employees in the sphere of state youth policy and the adoption of the professional standard «Specialist in working with youth» to enhance the prestige of this profession, the possibility of a qualitative assessment of the work of a specialist in working with youth.
  4. It is proposed to consider the possibility of amending the Federal Law of June 28, 1995 No. 98-FL «On State Support for Youth and Children’s Public Associations» or the adoption of a new federal law «On Supporting Youth and Children’s Public Associations», providing a multifaceted state aid to youth organizations in order to encourage socially useful activities of youth and youth self-government.
  5. The Government of the Russian Federation, together with interested federal executive bodies, to initiate the preparation and adoption of the State Program of the Russian Federation «Youth of Russia»
  6. The Government of the Russian Federation shall draw the attention of the heads of the constituent entities of the Russian Federation to the implementation of methodological recommendations on the organization of work of the executive authorities of the subjects and local self-government bodies implementing the state youth policy.

In conclusion, the participants of the parliamentary hearings expressed confidence that only by joint efforts of the federal bodies of state power and state authorities of the constituent entities of the Russian Federation, in cooperation with the Federal Agency for Youth Affairs and other all-Russian organizations, the conditions for the self-realization of youth, the formation of values ​​and worldview, culture of safety and health lifestyle in youth environment can be achieved.
