While studying at the institute Petushkov G. was actively engaged in public activity as  representative of a creative club, editor of a student newspaper. In the third year of studying at the university he served as an elected deputy chairman of the student union committee as well as deputy director of the Inter-regional youth public organization «Students’ Union MIREA». Before graduation from the university he became head of the Students’ Union MIREA which included 7000 members. Petushkov G. V. contributed to the creation of the following student teams: a student group of law enforcement and rescue and educational group, service and construction groups. He promoted temporary seasonal employment of students to improve the state of suburban farms, using the experience and acquaintances of Komsomol predecessors and launched a student bureau of temporary employment, editorial offices, a group of school’s activists and took part in the organization of specialists’ training. After graduation he served as adviser to the rector for youth policy. He proved himself as a statesman and patriot of the country — actively participated in the city and federal programs and projects as member of the governing bodies of Russian organizations.

In 2006 the Youth Council of the Western Administrative District of Moscow was launched at the initiative of Petushkov G. V., what brought together the heads of the majority of youth organizations operating in the district.

Since 2008 — head of Intercity municipal educational union Preobrazhenskoye in Moscow, at the same time he actively worked at various public levels to develop local government; head of the Intermunicipal Council of local authorities in the Eastern Administrative District of Moscow; elected member of the administrative board of the municipal Moscow organizations; managing editor of one of the best regional newspapers in Moscow — «Preobrazhenka».

Responsibilities: optimization of budget spending, modernization of sports areas in the district, collaboration with public organizations and communities on launching the system of public control. He was particularly attentive to the arising problems while interacting with the veteran organizations and bodies of internal affairs in Preobrazhenskoe district as well as paid great attention to patriotism and local history while working with citizens. He assumed the Chairmanship of of the National Council of Russian Youth and Children’s Associations and resumed public activities at the federal level, with an emphasis on promoting patriotic and civic education of youth, contributing to the the formation of Russian civil identity and  association of youth organizations and their leaders on the basis of common objectives and interests of the country, supporting  the consolidation of organized youth, international youth cooperation and  young compatriots, thus becoming the successor of the Committee of youth organizations. This trend has also become one of the priorities in the fundamentals of state youth policy, actively including young people in public diplomacy to combat the falsification of history.

Currently, the National Council of Youth and Children’s Associations of Russia is one of the main partners of public authorities to develop an international youth cooperation. G. Petushkov is responsible for interaction with the CIS countries and implementation of agreement between Russia and the Council of Europe as well as intergovernmental agreement between Russia and Germany, etc. In 2015 he founded the Institute of youth policy and international relations in MIREA.
