XII Russian-German Youth Parliament

National Youth Council of Russia jointly with «German-Russian Youth Exchange» invites you to the 12th Russian-German youth parliament, which will take place on November 13-18, 2016 in Berlin.

The Parliament will take place in the framework of Russian-German youth exchange Year 2016-2017.

The purpose of the event — to promote civil dialogue and the emergence of new projects and forms of cooperation between members of parliament and partner organizations.

The main theme of the project: «Refugees and migrants — migration opportunities and challenges for the state and society». The chosen topic is relevant to both countries.

At present, in Germany and Russia migration is an important and complex social process. The current agenda of Germany includes the question of proper treatment of civil society and state to more than one million refugees. In Russia, it continues to address the question of how to regulate the flow of migrants from former Soviet republics fairly and effectively. Both countries face rising xenophobia and attacks on migrants and, on the contrary, their bad behavior towards the citizens of the host countries. Within the framework of the Parliament these challenges and opportunities of migration will be discussed to bring to the development of Russia and Germany.

The 12th Russian-German Youth Parliament will be held in the form of a business game, thanks to which participants will be able to acquaint through the simulation method with the features of parliamentarism in Germany from the inside.  The Simulation provides a framework in which the members can operate independently.

The Youth Parliament will reflect the legislative procedure in the Bundestag, and next year the 13th Russian-German Youth Parliament will play the mechanism of passing laws in the State Duma of the Russian Federation.

For interested participants in Russia:

Young people from Russia aged 16 – 25 engaged in social activities, as well as young parliamentarians and journalists can fill out an application at the AIS «Youth of Russia», up to 18:00 (Moscow time) on September 18, 2016.

For interested participants in Germany:

Young people from Germany aged 16 — 25 can fill in an online application form for participation on the link: https://www.stiftung-drja.de/de/aktuelles/aktuelle-stiftungsprojekte/anmeldung-jugendparlament.html up to September 18, 2016.

The procedure of application and selection of participants

All interested candidates are invited to fill in an online application until 18.00 Moscow time on September 18, 2016:

The Selection of participants will be held up to September 30, 2016 by experts in the field of Russian-German cooperation on the basis of the completed application, taking into account the participants’ experience and motivation.

The Participants who will pass the competitive selection will be informed by e-mail.

Obligations of the organizers from the Russian side:

The organizers will provide accommodation, meals, cultural program and travel on the route Moscow-Berlin-Moscow for all participants.

IMPORTANT: the organizers provide assistance in obtaining a Schengen visa (visa through the Consulate and German centers). The service of a visa center is paid by participants or by the sending party.

IMPORTANT: for the purpose of reimbursement of the costs each participant must pay a fee for participation in the Parliament in the amount of 100 euro.

VERY IMPORTANT: if a participant passes, absent or late for the elements of the program, the costs of accommodation and meals are paid be participants. Those who will not come must notify the board of the festival three days before and cancel the participation (except an emergency); otherwise, the participant will pay the surcharge for cost of travel, accommodation and meals for all the days of the Parliament.

The obligations of the Russian participants:

The road to Moscow and back is paid by participants or by the sending organization.

At the participants who will pass the competitive selection, are responsible to provide information about their participation in Parliament its regional media.
