International training «Bookmarks: fighting hate speech through education in the field of human rights» is opened

The National Youth Council of Russia and the Council of Europe Youth Department invite to participate in the International training «Bookmarks: action against the hate speech through education in human rights».

The training will be held in Kazan, on November 14-18, 2016 and is a part of the Action Plan for 2016-2017 to implement the Framework cooperation program of the Ministry of Education and Science of the Russian Federation and the Council of Europe in the field of youth policy.

The main purpose of the event: to action against the hate speech and promote education in the field of human rights through the creation of a pool of multipliers, to develop networking as a part of the Pan-European campaign «Movement against hatred.»

During the event, participants will have the opportunity to

  • get acquainted with the values, practices and principles of the implementation of the campaign «Movement Against Hate» at European and national levels;
  • form opinions and attitudes on the following topics — education in the sphere of human rights and counteraction hate speech;
  • consider the sources and consequences of hate speech and be able to work with them;
  • update the regional context for the construction of an effective networking to promote the «Movement Against Hate» campaign in the region;
  • discuss and form a personal position on topical issues of the European agenda in the fight against extremism and radicalism among young people;
  • consider the core competencies of education in the field of human rights, needed to work with the theme of countering hate speech;
  • create motivation to proactively participate in the campaign «Movement Against Hate» at the national and European levels;
  • discuss and develop a mechanism for pooling the work of multipliers for the implementation of the campaign «Movement against hatred» in the region.

The training will bring together approximately 35 participants (including 20 international participants selected through the Youth Department of the Council of Europe) — specialists in the field of formal and non-formal education, youth workers and activists.

The Candidates must:

  1. be between the ages of 18 to 35 years (exceptions may be considered under special circumstances);
  2. reside in the Russian Federation or on the territory of one of the countries of the European Cultural Convention (priority will be given to candidates from the following countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Moldova, Ukraine);
  3. be leaders or activists of youth organizations, leaders of youth projects, youth workers, representatives of the youth government or student unions, experts state municipal institutions, experts in the field of formal and informal education, journalists, bloggers, online activists and representatives of the national committees of the campaign » The movement against hatred «;
  4. be motivated to actively participate in the training and to be involved in the educational process;
  5. have experience on combating hate speech, including in the framework of the campaign «Movement against hatred»;
  6. be able and motivated to translate the knowledge acquired during the training in the youth environment;
  7. be active users of the Internet and social networks;
  8. have  a sustained motivation and interest to initiate and implement  ideas and projects to combat hate speech;
  9. take part in the whole training program and participate in 100% of the elements of the program;
  10. have the ability to communicate and work in Russian.

All participants will be selected by a team of trainers and organizers from the Council of Europe and Russia on the basis of the completed application.
